The service technician said it's normal and it is also described with pride in the manual. So I know it is supposed to happen to help prevent theft of the vehicle.
this assumes the column is telescopic in the mk1, i woudl assume it is. when its off just tug the column to re-extend. you'll then remove the spring and washers etc, and you'll need the plastic spacer as fitted to the tintops else the wheel can go on too far and short out on the stalk screws.
